About the use of the system
In what cases are the registered e-mail address and phone number used?
The information will be used to notify the applicant of receipt, to communicate necessary procedures related to the application, such as communication of requests to revise the application details, etc. E-mails are sent from “information@dips.mlit.go.jp”, so configure the settings to enable reception of emails from this e-mail address.

Is an operation manual of the DIPS2.0 available?

The screen changed while I was doing other work. Does it mean it is unavailable?
If you do not make any operation for a certain time, you will be logged out automatically from the DIPS2.0. Log in again and make an operation.
How long does entry take?
The time required for entry depends on the procedure, the preparation condition of the information which has to entered, and the degree of proficiency of the applicant for operations of a PC.
The time required for entry is expected to be about 20 minutes in the case of a registration procedure by a person who uses a PC on a daily basis with all information which has to be entered prepared in advance.
About the account
I want to change my account information.
The DIPS2.0 uses the account registered in the Drone Registration System. Refer here for procedures to change your account information.
Can I automatically log in to the DIPS2.0 with my Individual Number Card?
Automatic login is not available. The ID issued and the password you set when opening your account are required.
If an individual is registering as a business, should the account be an individual account or a corporate account?
Various applications for Unmanned Aircraft Remote Pilot Certificate are intended for individuals. Therefore, please use an individual account.

Application procedure
What is "Remote Pilot Applicant Number"?
This number is used to uniquely identify the applicant in the various procedures required for the issuance of Unmanned Aircraft Remote Pilot Certificate. The number will also be used when taking a course at Registered Unmanned Aircraft Remote Pilot Training Organization or taking an examination at Designated Unmanned Aircraft Remote Pilot Certificate Testing Agency, so it is necessary to apply for Remote Pilot Applicant Number prior to taking a course or examination.
Is there a fee for issuing Remote Pilot Applicant Number?
No fee is required for Remote Pilot Applicant Number and attribute change.
Is a seal required?
Not required.
Does the "home/personal address" to be registered need to be the same as the residence certificate?
They need to be the same.
How soon will Remote Pilot Applicant Number be issued after the application process is completed?
If "Individual Number card" is selected as the Identity Verification Method: The application number will be issued immediately after your application is completed.
If "eKYC" or "documents sent by mails" is selected as the Identity Verification Method: It will be issued a few days after visual examination of the documents and receipt of the application.
Is it possible to issue multiple Remote Pilot Applicant Numbers?
No.
Can I confirm the application status?
You can confirm the application status. For the confirmation procedure, see the operation manual.
Can I correct/drop the application contents?
You cannot directly correct the contents in the middle of an application, but you can cancel/drop an application, correct the application contents, and reapply. For the procedures to cancel/drop an application see the operation manua and to reapply, see the operation manual.
May I perform the procedure on behalf of the applicant?
Proxy applications will be available in a future release.
What information is needed to complete the application process for Remote Pilot Applicant Number?
Identification documents, applicant information (name, address etc.) and photographic portrait are required. For each procedure, see the operation manual.
I have not received any e-mail.
Depending on the settings of your carrier, etc., you may not receive e-mails from the DIPS2.0. Check the e-mail settings of your carrier, etc. and change the settings to allow reception of e-mails from “information@dips.mlit.go.jp”.
What is "registered training institute office code"?
The DIPS2.0 gives unique code for Registered Unmanned Aircraft Remote Pilot Training Organization.It will be used for office searches, etc.
Where can I check "registered training institute office code"?
Please check the lists of Registered Unmanned Aircraft Remote Pilot Renewal Training Organization code.
Can I correct the application contents?
If the application status is "Awaiting Review" or "Corrective Action", the application can be withdrawn and the application can be corrected.
If the application is withdrawn, the application status will be changed to "procedure suspended".
Applications cannot be withdrawn if the application status is "Completed" or "Canceled".

What should I do after obtaining Remote Pilot Applicant Number?
If you wish to take the examination, please check the website of Designated Unmanned Aircraft Remote Pilot Certificate Testing Agency.
Once you have passed the examination and issued Remote Pilot Qualification, you can issue Unmanned Aircraft Remote Pilot Certificate.
Can I delete Remote Pilot Applicant Number?
No.
Is there a validity period for Remote Pilot Applicant Number?

Can a minor obtain Remote Pilot Applicant Number?
No one under 16 years of age may obtain the number.
Can I view and use the DIPS2.0 in English?

Can I use the DIPS2.0 outside Japan?

I have no PC or smartphone. Can I make an application?
PC or smartphone is required for application procedure for Remote Pilot Applicant Number. Written procedures are not acceptable.
What kind of photos should I upload?
Uploaded photo will be used for Unmanned Aircraft Remote Pilot Certificate. Upload a photo of your face that meets the following requirements
- The ratio of height to width should be approximately 3 cm by 2.4 cm.
- Please attach a .jpg or .png file of 2M bytes or less.
- The photo must be taken facing forward.
- The photo should be taken within the last 6 months.
- No hat should be worn.
- The background should be plain (including shadows).
- The outline should be exposed.
- Please do not include any part of hair, mask, glasses, false eyelashes, eyelash extensions, etc. or their shadows around the eyes.
※If there is noise (image distortion) due to out-of-focus, processing, compression, etc., you may be asked to resubmit the image.
Verify the identity
Who will bear the postage costs if the identity verification documents are mailed in writing?
Postage costs will be borne by the applicant.
If I am submitting my identification documents in writing, can I send them by courier?

What can I use as personal ID?
You can use your My Number card, driver's license, etc. Please click here for details.
I do not have a My Number Card. Can I still use the system?
You can use the system by submitting other identity verification documents. Please refer here for details.
Why is the identity verified?
Remote Pilot Applicant Number is used for various procedures related to the issuance of Unmanned Aircraft Remote Pilot Certificate. Since issued Unmanned Aircraft Remote Pilot Certificate can also be used as identification, identity verification is required to prevent fraudulent applications.
Can I register even if I do not have the listed identification documents?
No, you cannot register.
What kind of documents are identification documents?
For identity verification using facial recognition of driver's license or passport, you can use your driver's license or passport. For identity verification by mail, you can use a copy of your resident card, My Number Card, driver's license, insurance card, etc. Please refer here for details.
If I use a passport to verify my identity, what kind of document do I use to verify my address?
Please use identity verification documents that include your address; for example, a copy of your resident card or health insurance card, international driver's license, etc. Please refer here for details.
Can I use an expired or returned driver's license to verify identity?
The driver's license must be within the valid period as issued by the Public Safety Commission.
Can I use a My Number Card without an electronic certificate for identity verification?
No, you cannot use a My Number Card without an electronic certificate.
I do not want to show my Individual Number. Is it required?
Individual Number is not required for application. Mask your Individual Number when using your Individual Number Card as your ID for a paper-based application
How is the identity verified?
Identity is verified by authentication with an Individual Number Card, facial authentication of a driver’s license/passport, mailing of an ID, etc.
I am unable to successfully verify my identity using eKYC. What should I do?
Pay attention to the following items and take the photograph again.
Is the document shown too large in the frame?
Is the document tilted too much relative to the frame rectangle?
Is there light reflection or blur?
Is there anything other than documents shown in the frame?

I don't have a smartphone. Can I use eKYC?
No. If you do not have a smartphone, you cannot use eKYC.
I don't understand how to use Mynaportal AP.
